Question : Modernisation-Upgradation of Hospitals

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government is contemplating to upgrade/modernise Government hospitals particularly in rural areas of the country;

(b) if so, the details of Government hospitals upgraded/modernised during the last three years, State/ UT-wise particularly in Maharashtra, Uttar Pradesh and Rajasthan; and

(c) the funds allocated/proposed to be allocated for the same and their actual utilization, State/UT-wise?

ANSWER

(a) to (c): Under NHM support is provided to States/UTs for strengthening of their healthcare system including modernisation/upgradation of Govt. hospitals in rural areas of the country. This support is based on proposal received from States in the form of Programme Implementation Plan (PIPs). The proposals are appraised in National Programme Coordination Committee (NPCC) meetings and approvals are accorded to States/UTs in the form of record of proceedings (RoPs).

Public Health and hospitals being a State subject, it is up to the States to plan and implement state specific action plans including upgrading/modernizing health centres based on gap assessment and felt need.
The State/UT wise details of approvals for upgradation of Hospitals, New Construction including utilization of funds under NHM during the last three years from the FY 2016-17 to 2018-19 is at Annexure.
