Question : DAY-NULM

Will the Minister of Housing & Urban Affairs be pleased to state:-

(a) the details of funds sanctioned, allocated and utilised under the Deendayal Antyodaya Yojana- National Urban Livelihoods Mission (DAY-NULM) across the country, State/UT-wise including West Bengal, Gujarat and Maharashtra;

(b) the details of the targets set and achievements made under this mission so far;

(c) whether the Government has identified street vendors under this mission and given them identity cards and set up permanent shelters for them and if so, the details thereof; and

(d) whether the Government is planning to organise fortnight long programme for the poorest of the poor under this mission and if so, the details thereof?

(a) The Ministry of Housing & Urban Affairs (MoHUA) is implementing Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM) to reduce poverty and vulnerability of urban poor households on a sustainable basis. State-wise details of funds released to and utilised by States/UTs, including West Bengal, Gujarat and Maharashtra, under DAY-NULM is at Annexure-I.

(b) The year-wise targets and achievements under various components of DAY-NULM since 2014-15 is at Annexure-II.

(c) The Support to Urban Street Vendors (SUSV) component of Mission addresses livelihood concerns of the urban street vendors by facilitating survey, issue of certificates and identity cards, creation of required physical infrastructure for vending zones, pro-vendor urban planning and provision of skills to urban street vendors for accessing emerging market opportunities. Further, the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 provides for notification of the Scheme by the appropriate Government which would, inter-alia, include the form and manner of issuing identity cards to street vendors. As reported by State/UTs, 18,26,412 street vendors have been identified, out of which 9,13,393 urban street vendors have been issued identity cards so far.
(d) The Ministry is organizing ‘Shehri Samridhi Utsav’, a DAY- NULM pakhwada i.e. a fortnight of events, from 1st -15th February 2019, to extend its outreach to the poorest of the poor and the most vulnerable, showcase its initiatives and strengthen the safety net for the beneficiaries by facilitating their access to other welfare schemes.
