Question : CNG-PNG Production

(a) whether the installed production capacity of CNG and PNG is sufficient to meet their requirement in the country and if so, the details thereof;
(b) the details of targets fixed and achieved by the Government during each of the last three years and the current year along with the targets fixed for the next three years and the steps proposed to be taken to achieve the said targets;
(c) whether the Indraprastha Gas Limited has set up/proposes to set up CNG filling stations in the country to meet the demand for clean fuel and if so, the details thereof, State/UT-wise including NCR;
(d) the efforts made by the Government to achieve the target fixed for the purpose and the extent of success achieved therefrom and the funds sanctioned/spent thereon, State/UT-wise;
(e) whether the Government has identified cities/villages for setting up of CNG stations/PNG network in the next round in the country and if so, details thereof, location/city-wise, State/UT-wise; and
(f) the steps being taken by the Government to provide PNG supply to persons belonging to BPL category and other weaker sections of the society on priority basis?

(a) & (b): Installed production (compression) capacity of CNG in the country is about 144 Lakh Kg per day. Against this capacity, the total CNG consumption is about 100 Lakh Kg per day in the country. PNG is being supplied through City Gas Distribution (CGD) pipeline network and the current installed capacity of CGD network is able to cater the entire demand of connected PNG segment. About 31.63 Lakh households (as on 31st March 2016) have been connected with PNG network and are being supplied PNG as cooking fuel.
(c): Indraprastha Gas Limited (IGL) is developing and operating CNG filling stations in NCT of Delhi, Gautama Budh Nagar and Ghaziabad (including Hapur) in NCR. As on 31st March 2016, IGL had set up 340 CNG filling stations in its areas of operation. Further, IGL has added 78 new CNG filing stations in the current financial year and now IGL is operating 418 CNG filling stations in Delhi, Gautama Budh Nagar and Ghaziabad (including Hapur) in NCR. The details of CNG filling stations (State/UT-wise including NCR) is at Annexure-I.
(d): In year 2007, Government has established Petroleum and Natural Gas Regulatory Board (PNGRB) under the
PNGRB Act 2006. Under the Act, PNGRB grant authorization to the entities for developing a City Gas Distribution (CGD) network in the specified Geographical Area (GA) of the country through bidding process. PNGRB monitors the progress of CGD network on quarterly basis. Further, Government is also periodically reviewing the progress of PNG network expansion. The authorized entity is developing the CGD network (including PNG network) based on its own techno-commercial feasibility and Government does not sanction or provide any fund for development of CGD network in any specified GA/district/city.
(e): PNGRB has envisaged a phased roll out plan for development of CGD networks in several Geographical Areas (GAs) in various States. The GAs are included in bidding rounds in a phased manner depending on the natural gas pipeline connectivity/natural gas availability and feasibility for grant of authorization to develop CGD networks in the country.
(f): Government supplies the domestic gas (far cheaper compared to imported gas) to all PNG domestic households including BPL category/other weaker section of society.
