Question : SHELTERLESS PERSONS



(a) the number of shelterless people in rural areas of the country;

(b) the number of families which have been provided houses so far;

(c) whether there is unprecedented increase in number of Sheltersless people inspite of all efforts made by the Government;

(d) if so, the steps taken or being taken by the Government to check this;

(e) whether the Government propose to take help from organisations engaged in development of technology of low cost construction and development of entrepreneurship; and

(f) if so, the details thereof?

(a) to (d) According to 1991 Census, the Rural Housing shortage was 13.72 millions. Since inception of the Indira Awaas Yojana (IAY) till date about 84 lakh houses have been constructed. The Government are committed to end rural shelterlessness (on the basis of 1991 Census) by the end of Xth Plan Period. In pursuance of this goal the Government are implementing a National Action Plan for Rural Housing.

(e) & (f) Yes, Sir. This Ministry is implementing among others two Rural Housing Schemes namely Innovative Stream for Rural Housing and Habitat Development and Rural Building Centres with the objectives of promoting and propagating innovative and proven technologies, designs and materials for cost effective housing in rural areas. These Schemes are being implemented on project basis. Both, Government and Non- governmental Organisations are eligible to get assistance for implementing projects under these Schemes.
