(a) whether some State Governments including Karnataka have forwarded some proposals seeking for special package for textile industry;

(b) if so, the details thereof, State-wise; and

(c) the response of the Union Government thereto ?

(a) to (c) Proposals are generally received from State Governments for release of financial assistance under various centrally sponsored or central sector schemes included in the Annual Plans of the different sectors of the Ministry. These proposals are appraised, discussed with the State Governments for modification where necessary, to conform to the guidelines for implementation of the schemes, and given necessary sanctions and release of funds.

Some State Governments have from time to time proposed schemes or sent proposals, either directly or through the Planning Commission, that are not included in the Annual Plans of the Ministry. In such cases, technical appraisal scrutiny and comments are provided; if possible, sources of funds are suggested that the State may approach; and the needs of the sector as expressed in these proposals by the States are noted in order to include them in future plan schemes and programmes of the Ministry.

State Government of Karnataka like other State Governments has forwarded proposals under different centrally sponsored schemes. An Integrated Sericulture Development Project called `Rashme Sampathu` was also forwarded with the request to pass on this project for financial assistance to an interested funding agency. This project was discussed with the State Government, recast appropriately and duly forwarded for consideration for external funding.
