Statement referred in reply to Lok Sabha Starred Question No. *175 (15th Position) due for answer on 3rd March 2020________________________________________
(a) & (d): 1,812 Gram Panchayats have been adopted by the Hon’ble Members of Parliament for development under Saansad Adarsh Gram Yojana (SAGY) since launch of the Scheme in October 2014, as on 25th February 2020 as per information available on the programme portal (http://saanjhi.gov.in). Some more GPs have been identified by Hon’ble MPs where details have been submitted to the concerned district administrations for verification before uploading them on the SAGY portal. During the year 2019-20, under SAGY, as per the information available on SAGY portal (http://saanjhi.gov.in) as on 25 February 2020, 481 Hon’ble Members of Parliament of Rajya Sabha and Seventeenth Lok Sabha are expected to give information for adoption of Gram Panchayats. The State/UT-wise number of Gram Panchayats identified under SAGY is given in Annexure-I.
(b): The Gram Panchayats adopted under SAGY prepare Village Development Plans (VDP) through a participatory process under the guidance of Hon’ble Members of Parliament. The VDP includes prioritised time-bound activities to achieve holistic and integrated development of the villages. Out of the 1,812 Gram Panchayats identified under SAGY, 1,372 Gram Panchayats have uploaded their VDPs containing 71,515 projects on SAGY website (http://saanjhi.gov.in) and implementation of 44,590 (62%) projects has been completed as on 25 February 2020.
(c): Under the SAGY framework, the development of Gram Panchayats is envisaged through effective convergence and implementation of existing development Schemes of Government under the administrative control of respective Ministries without allocation of any additional fund.
(e): To facilitate better implementation of the Scheme:
i. The guidelines of as many as 23 Central Schemes have been amended to accord priority for the SAGY Gram Panchayats.
ii. A compilation of 223 Central Sector/Centrally Sponsored and 1,806 State Schemes for convergence under SAGY has been prepared and shared with the States/UTs and also uploaded on the Scheme portal (http://saanjhi.gov.in).
iii. A comprehensive document named ‘SAHYOG’ with all the essential information on the existing social security Schemes collated from respective Ministries to improve awareness of villagers and village level functionaries to achieve 100% enrollment into those Schemes in SAGY Gram Panchayats has been published.
iv. An orientation programme on SAGY for the newly elected Hon’ble Members of Parliament was organised on 3rd December 2019.
v. More than 1,300 SAGY functionaries including State Team of Trainers, State Nodal Officers, Charge Officers and other stakeholders have been trained in 2019-20.
vi. Success stories under SAGY from 133 Gram Panchayats of 13 States have been documented.
(f): As per the information shared by Government of Odisha, Dhauli Gram Panchayat of Bhubaneswar Block has been identified under SAGY and no funds have been spent/released by public/private sector companies in Bhubaneswar for the said SAGY Gram Panchayat so far.
