Question : Inclusion in ST List

(a) the names of castes which were included in the list of Scheduled Tribes of undivided Madhya Pradesh but have not been notified as Schedule Tribes after the formation of Chhattisgarh State resulting in the non-issue of certificates of Scheduled Tribes to them;

(b) whether the Government has received representation/ requests from various organizations or State Government of Chhattisgarh for inclusion of the said castes in the list of Scheduled Tribes (STs) in Chhattisgarh also;

(c) if so;and details thereof and the action taken thereof; and

(d) whether any proposal has been received for inclusion of other castes in the list of Scheduled Tribes (STs) notified in the State of Chhattisgarh and if so, the details thereof and the response of the Government thereto?

(a) to (c): List of STsremained unchanged in undivided Madhya Pradesh and after formation of Chhattisgarh state.

(d): YesMadam, the Ministry of Tribal Affairs received proposal from Government of Chhattisgarh.A statement indicating the names of communities recommended by Government of Chhattisgarh for inclusion in Scheduled Tribes list of Chhattisgarh is annexed at Annexure.

Government of India on 15.6.1999, and further amended on 25.6.2002, has laid down the modalities for determining the claims for inclusion in, exclusion from and other modification in the Orders specifying lists of Scheduled Tribes. According to these modalities, only those proposals which have been recommended and justified by the concerned State Government, and concurred with by the Registrar General of India (RGI) and the National Commission for Scheduled Tribes (NCST) are to be considered for amendment of legislation. The State Government have made recommendations for inclusion of communities as Scheduled Tribes/Changes in spelling of listed Scheduled Tribes/ modification of area restriction. Recommendation of State Governments has been processed in accordance with the extant modalities.
