Question : Jal Jeevan Mission

(a) whether the Union Government has reviewed the progress of Jal Jeevan Mission in various States particularly in Maharashtra and Odisha;
(b) if so, the result achieved so far;
(c) whether the Union Government has also proposed to set up water quality testing laboratories in each district so that good quality of water is supplied through tap water connections in the country;
(d) if so, the details along with the number of such laboratories set up in various States so far;
(e) whether the Union Government has fixed any target for providing tap water connections to all households in the country;
(f) if so, the details thereof, State-wise; and
(g) the details of funds so far allocated, released and utilized by various States since inception of Jal Jeevan Mission?

(a) & (b) Regular meetings with respective State Governments and UT Administrations are held inter alia which includes review of planning, implementation and progress made so far, under Jal Jeevan Mission (JJM) to make provision of tap water supply to every household, schools, anganwadi centres, ashramshalas, etc. latest by 2024. Recently, mid-year review with Maharashtra and Odisha were also held. In these meetings, States are also advised to expedite the implementation to achieve the goal in a time-bound manner.
Since the launch of JJM in August 2019, in Maharashtra 47.46 lakh (33.34%) households have been provided with tap water connections. Thus, as on 29.11.2021,out of total 142.36 lakhs households in the State, 95.90 lakhs (67.37%) households have tap water connections.
Similarly, since launch of mission, in Odisha, 31.07 lakh (36.27%) households have been provided with tap water connections. Thus, as on 29.11.2021, out of total 85.67 lakhs households, 34.18 lakhs (39.90%) households have tap water connections.
(c) & (d) Under JJM, States/ UTs can utilize upto 2% of their annual allocation for taking up water quality monitoring & surveillance activities. States/ UTs have been advised to upgrade different levels of laboratories i.e. State, district, sub-division and/ or block level and get NABL accreditation and/ or recognition. As reported by States/ UTs, State-wise number of various level drinking water quality testing laboratories set up in the country as on 28.11.2021, is at Annex–I. States/ UTs have been advised to open these laboratories to general public so that they can get their water samples tested on nominal rates.
(e) & (f) Government of India in partnership with States is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal to make provision of tap water supply to every rural household by 2024. On 15th August, 2019, at the time of announcement of Jal Jeevan Mission, out of 18.93 Crore rural households, only 3.23 Crore (17%) households were reported to have tap water connections. So far, additional 5.34 Crore (27.78%) rural households have been provided with tap water connections. Thus, as of 29.11.2021, out of total 19.22 Crore rural households in the country, 8.57 Crore (44.6%) households have provision of tap water supply in their homes.
Under JJM, every State/ UT has finalized timelines for making provision of tap water supply to every rural household, which is as under:

Provision of tap water supply to all rural households have been made in Goa, Telangana, Haryana, A&N Islands, Puducherry and Daman & Diu and Dadra & Nagar Haveli.
(g) The State/ UT-wise details of Central fund allocated, fund drawn and reported utilization, under JJM in 2019-20, 2020-21 & 2021-22 are at Annex–II.
