Question : Crime Cases against Women and Children

(a) whether various types of atrocities and crime against women and children have been reported in the country;

(b) if so, the total number of such cases registered , guilty arrested, convicted, cases solved/unsolved, conviction rate achieved and the steps taken to solve all the cases and to improve the conviction rate of such cases separately during each of the last three years and the current year, crime and State-wise including rape, child abuse domestic violence, molestation and sexual harassment;

(c) whether the Government has any proposal to install CCTV cameras in all
the cities to control such cases in the country and if so, the details thereof;

(d) whether the Government has considered focusing on behavioural change
in the society to prevent crime against women and, if so, the details thereof;

(e) whether the Government proposes to amend the existing laws in order to incorporate stringent provisions which will act as a deterrent against such crime and if so, the details thereof; and

(a) & (b): As per the information provided by National Crime Records Bureau (NCRB), Crime-head-wise and State/UT-wise cases registered, persons arrested, cases charge sheeted, cases not charge sheeted but final report submitted, persons charge sheeted, cases convicted, conviction rate and persons convicted under crimes against women and children is enclosed as Annexure – I to IV.

(c): Installation of CCTV cameras is a State Subject.

(d) to (f): Based on the Justice Verma Committee report, Criminal Law Amendment Act 2013 was enacted which provides for stringent punishment for rapists and stricter punishment for gender based offences. Amendment in law relating to the criminal justice system are a continuous and ongoing process.
‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India. The responsibilities to maintain law and order, protection of life and property of the citizens rest primarily with the respective State Governments. The State Governments are competent to deal with such offences under the extant provisions of laws.

Ministry of Home Affairs has issued advisories on 04.09.2009, 14.7.2010, 20.4.2015 and 12.05.2015 on Crime against women and crime against children, to all State Governments/UTs. These advisories specifically direct the States/UTs that cases should be thoroughly investigated and charge sheets against the accused persons should be filed within three months from the date of occurrence, without compromising on the quality of investigation. Speedy investigation should be conducted in heinous crimes like rape, murder etc. The medical examination of rape victims should be conducted without delay. These advisories also direct States/UTs for increasing gender sensitivity in Police. These advisories are available at www.mha.nic.in.
The National Commission for Women has in collaboration with the State Police authorities and Bureau of Police Research & Development has been organizing a large number of Capacity Building Programme for Police Officers in different States/UTs. National Commission for Women has been conducting Gender Sensitisation Programmes for Police recruits/ Police trainees.
