A national level society, namely, National Rural Livelihoods Promotion Society (NRLPS), has been set up by the Government as an autonomous body to provide professional and technical support to the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) and the State Rural Livelihoods Missions. The broad objectives of the NRLPS are:-
• to provide technical support to the Ministry of Rural Development and State Governments in implementation of Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY – NRLM) and Placement linked Skill Development Programme;
• to provide technical support to the Central Government and the State Governments on convergence of DAY - NRLM activities with other programmes/schemes;
• to enter into partnership and collaboration with public and private institutions, Non Governmental Organizations (NGOs), Community Based Organizations (CBOs) and other bodies, in areas relevant to the objectives of DAY –NRLM;
• to facilitate capacity building and training programmes to strengthen DAY - NRLM & State Rural Livelihoods Missions (SRLMs);
• to conduct capacity building and training programmes for various stakeholders;
• to set up an efficient Information and Communication and Technology (ICT) based Management Information System (MIS) for monitoring the implementation of DAY - NRLM;
• to support research, evaluation and other studies for improving the quality of implementation of DAY - NRLM;
• to collect information on and document best national and international practices, models and innovations and to promote their replication;
• to organize conferences, workshops, consultations, seminars on areas related to poverty alleviation programmes;
• to publish books, pamphlets and literature and take up or arrange production of print, audio and audio visual publicity material related to DAY –NRLM; and
• to perform any other related tasks assigned to the society by the Central Government.
NRLPS has set up a National Mission Management Unit (NMMU) consisting of professionals from various thematic areas relating to DAY-NRLM. The Society is providing technical support to various components relating to implementation of DAY – NRLM like Institution Building, Financial Inclusion, Financial Management and Procurement, Social Inclusion and Social Development, Food, Nutrition, Health and WASH (Water, Sanitation and Hygiene), Livelihoods – both farm and non-farm, skill development, Panchayati Raj Institution – Community Based Organization (PRI-CBO) Convergence, Management Information System (MIS), and Monitoring & Evaluation. The major activities undertaken by NRLPS during the year 2015-16 are as under:-
• provided wide ranging technical support to SRLMs for implementation of Mission activities;
• organised Fourth Annual Write-shop for all major States, Second Regional write-shops for North-West and North Eastern States;
• supported all states in preparation and appraisal of Annual Action Plan (AAP) 2015-16;
• prepared detailed framework for USD 100 million dedicated fund on Financial Inclusion, Livelihoods and Convergence;
• capacity building and training of staff and bankers on various aspects of financial literacy;
• facilitated SRLMs in preparation of Bank Sakhi policy and positioning of Bank Sakhis at bank branches;
• Mahila Kisan Sashaktikaran Programme (MKSP) - Training Manual, Communication Material, Concept Note and Project Submission Template prepared;
• guidelines developed for states to prepare and submit proposals for Start Up Village Entrepreneurship Programme (SVEP) projects;
• SVEP- States supported in the preparation of Project Proposals;
• technical support provided to states for developing Expression of Interests (EoIs), Terms of Reference (ToRs) for selection of suitable agencies for conducting baseline studies and process monitoring studies and hiring of other agencies;
• developed Community Operational Manual (COM)
• developed protocols for -
o Food, Nutrition, Health and WASH ,
o Gender Inclusion strategies for SRLM ,
o Microcredit Plan for Self Help Groups (SHGs),
o Vulnerability Reduction Fund and Vulnerability Reduction Plan,
o Capacity building strategies for community cadres,
o Participatory Identification of Poor (PIP) and Participatory Poverty Assessment (PPA) strategies,
o Convergence with other Government programmes to access their entitlements and working with PRIs,
• developed/finalized following training module outlines and circulated to all SRLMs –
o Community Capacity Building (Vol.II)
o Staff Capacity Building
o Inclusion- Tribal Communities, Persons with Disabilities, and Elderly
o Gender Sensitization and Social Action
o Food, Nutrition, Health and WASH
o Participatory Identification of Poor (PIP) and Participatory Poverty Assessment (PPA)
o Convergence
• following MIS modules developed and rolled out:
o SHG Profile Module:
o Monthly Progress Report (MPR)
o Fund Disbursement Module:
o Village Organization (VO) and Cluster Level Federation (CLF) Profile Module
o Human Resource (HR) Module:
o Technical support provided to states for uploading data under the DAY-NRLM MIS.
o Profile information of about 30,000 Village Organizations (VOs) and Cluster Level Federations (CLFs), 30.00 lakh SHGs and 3.45 crore members uploaded.
o Details of manpower of SRLMs at various levels uploaded.
• Bridge software created and web services set up for transfer of data from State MIS to the National MIS.
In addition to above, NRLPS has assigned state anchors for continuous support to all states and to liaison between the State Rural Livelihoods Missions (SRLMs) and NMMU. Through its various efforts, NRLPS has effectively supported the roll out and implementation of DAY-NRLM in all the states in the country.
