Question : IMPLEMENTATION OF JNNURM



(a) the details of proposals received, cleared and funds sanctioned under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) during the last three years and the current year, State and year wise;

(b) whether the Union Government conducted any study on the implementation of JNNURM;

(c) if so, the details and the shortcomings noticed thereof along with the steps taken/being taken by the Government to rectify the same;

(d) whether the Economically Weaker Sections and socially backward classes are being deprived from the facilities created under JNNURM; and

(e) if so, the details thereof and the reasons therefor along with the action taken/ being taken by the Government in this regard?

(a): Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was extended upto March, 2014 first and then upto March, 2015 only for completion of projects sanctioned upto March, 2012 therefore, no new projects were considered in years 2012-13, 2013-14 and current year. Details of proposals approved under JNNURM for the year 2011-12, State- wise is Annexed.

(b) & (c) : Yes. M/s Grant Thornton was engaged by the Ministry of Urban Development for conducting appraisal of JNNURM including BSUP and IHSDP. Some of its findings were that there is need to involve Urban Local Bodies (ULBs), to increase the funding for smaller towns and dedicated staff and capacity building at ULB.

The Ministry had considered these findings while formulating Rajiv Awas Yojana by increasing funding to smaller towns, creating city level technical cell and involving ULBs in implementing the scheme.
