Question : Average Dropout Rate

(a) the national average of the students who dropout from school at primary and secondary level;
(b) the policy of the Government to provide education to such students;
(c) whether the average dropout rate is higher among girls as compared to the boys and if so, the State-wise details thereof;
(d) whether there is huge gap in the figures of school dropout children in the rural and urban areas; and
(e) if so, the policy of the Government to promote education among such children?

(a) As per Unified Districts Information system for Education plus (UDISE+) 2018-19, the Dropout Rate of students for the year 2018-19 at Primary Level was 4.45 and at Secondary Level was 17.87.

(b) Under Centrally Sponsored Scheme of Samagra Shiksha, financial assistance is provided to the States and UTs for various activities to reduce dropouts, which include opening/strengthening of new schools upto senior secondary level, construction of school buildings & additional classrooms, setting up, up-gradation and running of Kasturba Gandhi Balika Vidyalayas, setting up of residential schools/hostels, free uniforms, free text books, transport allowance and undertaking enrolment drives, residential as well as non residential trainings, Seasonal Hostels/ residential camps etc. Financial assistance is also provided for Inclusive Education of children with special needs. Also, Mid-Day-Meal is provided to students at the elementary level of education.

(c) and (d) As per the UDISE+ 2018-19, the dropout rate of Girls in primary and secondary level for the year 2018-19 are lower than that of boys. Dropout rates are computed considering both rural and urban areas of States/UTs to take care of inter school movements of the students. The state-wise dropout rate for boys and girls at Primary and Secondary level for 2018-19 is at Annexure.

(e) Government of India launched Samagra Shiksha - an Integrated Scheme for school education, w.e.f. 2018-19, as an overarching programme for the school education sector extending from pre-school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education.
