Question : Setting up AIIMS like Institutions

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government proposes to set up new AIIMS like institutions in the country under PMSSY Scheme, if so, number of AIIMS sanctioned, State/UT-wise under the Scheme;

(b) the number of proposed new AIIMS like institutions set up and made functional and those under construction in the country, funds allocated/proposed to be allocated and the present status of such institutes, State/UT-wise;

(c) whether the Government has requested all the States to identify and allocate appropriate land for the proposed institutions and if so, the details thereof and the reaction of the States thereon;

(d) the number of pending projects for setting up such institutions along with reasons for delays and the time by which such projects will be completed and said institutes be made functional;

(e) the necessary steps taken/proposed to be taken by the Government to meet shortage of doctors and para medical staff in already operational AIIMS Institutes in the country; and

(f) the number of Government medical colleges set up/proposed to be set up/upgraded in the country, State/UT-wise?

(a) & (b): Yes. 22 AIIMS have been announced/sanctioned to be set under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Out of which, six (06) AIIMS i.e. Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh are functional. Details are as per Annexure-I.

(c): Government has requested various State Governments to identify and allocate appropriate land for the proposed institutions. Proposals received from the State Government is as per Annexure--II.
(d): The timeframe for completion of 16 AIIMS under construction is as per Annexure-I.
(e): A total number of 305 Faculty posts of various disciplines, 3776 various Non-Faculty posts have been sanctioned for each of the six functional AIIMS.
Recruitment to various positions is done on need basis keeping in view the range of additional services and facilities planned to be added in the hospitals. The incumbency position at various AIIMS is monitored regularly and vacancies are advertised from time to time depending on their requirement. However, as high standards have to be maintained in selection, keeping in view the stature of these Institutes of National Importance, all the advertised positions could not be filled up.
Following steps have been taken to fill up the vacant posts in these AIIMS: -
(i) To facilitate expeditious filling up of vacancies, Standing Selection Committee (SSC) has been constituted for each of the aforesaid six AIIMS.
(ii) The upper age limit for direct recruitment against the posts of Professor and Additional Professor in the six AIIMS has been raised from 50 years to 58 years.
(iii) Filling up of vacant Faculty posts in the new AIIMS by taking serving Faculty from Government Medical Colleges/Institutes on deputation basis has also been allowed.
(iv) Contractual engagement of retired Faculty of Government Medical Colleges/Institutes up to 70 years of age has also been allowed to meet the shortage of Faculty in the six new AIIMS. Walk-in-interview for engagement of Faculty on contract basis has also been allowed as a stop gap arrangement.
(v) Overseas Citizen of India (OCI) card holders have been allowed to be appointed on faculty positions.
(vi) Visiting Faculty scheme in new AIIMS has been formulated to allow national and international faculty to work in new AIIMS for teaching and academic purposes.
(vii) Centralized recruitment for Non-faculty (Technical) cadres have been introduced.
(f): A total of 533 Medical Colleges are offering MBBS courses in the country, including 272 medical colleges under Government management. State/UT-wise break up is as per Annexure-III.
Government has taken up up-gradation of 75 Government medical colleges/Institutions in various parts of the country under different phases of PMSSY.
