Question : Strength of IAS and IPS Officers

(a) whether some State Governments including Andhra Pradesh and Odisha have requested the Union Government to fill up the vacant posts of IAS and IPS officers and also increase their strength for these States;

(b) if so, the details thereof, State-wise and the action taken by the Government thereon;

(c) whether the Lal Bahadur Shastri National Academy of Administration does not have the capacity to train required number of officers;

(d) if so, the present capacity of the Academy and the steps proposed to be taken to increase the capacity according to the need of officers; and

(e) whether there is any proposal whereby PCS and State Police Service Officers could man the posts meant for IAS/ IPS Officers and if so, the details thereof?

(a) & (b): The vacant posts of IAS and IPS officers in various States/Cadres including Andhra Pradesh and Odisha are filled up by Direct Recruitment and Promotion / Selection from State Services, by the Union Government in consultation with the State Government(s) concerned in accordance with the All India Services (IAS/IPS) Recruitment Rules, 1954.

For the Select List of 2016, requests from 24 State Governments have been received for filling up a total of 202 vacancies in IAS out of which a total of 181 vacancies (including 11 in Odisha ) from 22 State Governments have been determined by the Central Government. Similarly requests have been received from 25 State Governments for filling up a total of 119 vacancies in IPS and the same have been determined by the Central Government.

Further, the requests of the State Governments to increase their strength of IAS / IPS officers is also reviewed by the Central Government in consultation with the State Government(s) concerned ordinarily at the interval of every five years in accordance with the All India Services (IAS/IPS), Cadre Rules, 1954.


(c) & (d): The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is conducting training as per the present requirements. Government has been providing all assistance to LBSNAA to augment the training infrastructure and quality of training.
