Question : Crime against North-Eastern People

(a) the total number of cases of crimes, atrocities and discrimination against people hailing from the North-Eastern Region reported, guilty arrested and the action taken against them during the last three years and the current year, crime and Statewise including NCT of Delhi;

(b) the details of surveys conducted to identify the reasons behind such cases and the outcome thereof during the said period;

(c) the details of recommendations made by the M.P. Bezbaruah Committee in this regard and the action taken by the Government to implement the recommendations made by the said Committee; and

(d) the corrective steps taken to curb such cases including the details of advisories issued to the States and Police Departments to register all such cases along with the steps taken to ensure safety of North-East citizens in the country?

(b) to (d): In order to look into security concerns of the people from the North East living in different parts of the country, the Ministry of Home Affairs set up a Committee under the chairmanship of Shri M.P. Bezbaruah in February, 2014. The Committee had been tasked to examine reasons of attacks on people of North East and suggest remedial measures. The Committee submitted its report in July, 2014 and the same is available on MHA website.
The recommendations made by the Committee with regard to immediate measures have been accepted and action has been taken to implement the same. Implementation status of the recommendations made by the Committee is being reviewed periodically and the last review meeting was held on 12.05.2016 in the Ministry of Home Affairs.
Various steps have been taken by the Ministry of Home Affairs for the security of the North Eastern people such as issuing of advisories to all the State Governments, strengthening facilities for legal assistance, extending facilities in the field of sport, educating the people about the North East in various forms, focusing attention on the North East on media, providing of helpline numbers, appointment of Nodal Officers to address the grievances of North Eastern people, etc.
