Question : Regulation of Fee in Private Technical Institutes

(a) whether the Government has any control on fee structure of the private technical institutions in the country;
(b) if so, the details of provisions enacted in this regard;
(c) if not, the reasons therefor; and
(d) the details of rules under which the Government takes action against the private technical institutes in case of violation of norms and the manner in which it is done?

(a) to (c) : The All India Council for Technical Education (AICTE) had constituted a Committee under the Chairmanship of Justice Srikrishna (former Judge of Hon’ble Supreme Court) on 07.05.2014 to recommend the fee to be charged by the private technical educational institutes in the country. The Committee submitted its report on 07.04.2015. The AICTE Council approved the recommendations of the Committee in its Meeting held on 11.12.2015 and letters were sent to all State Govts. for implementation of the report vide AICTE letter No.3-16/PC / Fee Com./2014 dated 11.02.2016. The Committee recommended the maximum tuition and development fee to be charged by the institutions.
(d): Any technical institute reported to be violating the norms/rules as prescribed in the Approval Process Handbook of AICTE is liable for punitive action, which includes withdrawal of approval.
