Question : Housing for All

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION
be pleased to state:
(a) the progress made by the Government in the direction of
providing housing to every citizen by the year 2022 and the status of
Housing for All Scheme in terms of target and achievement and fund
allocation and utilisation, State and year-wise;
(b) whether the Government has constituted a task force to study
ways to provide for proper housing to urban people and if so, the
details thereof;
(c) whether the Government has started the work of identifying the
land for constructing such houses and hired agencies for the same;
and
(d) whether the Government proposes to provide free of cost houses
to BPL families by 2022 and if so, the details thereof?

(a) & (b) : Government has launched ‘Pradhan Mantri Awas Yojana-
Housing for All (Urban)’ Mission on 25.6.2015 to provide central
assistance to States/UTs for providing housing to all eligible urban
poor. The Mission Guidelines makes it incumbent upon the States/UTs
to undertake demand survey for assessing actual demand of housing.
Exact housing requirement under the Mission would, therefore, emerge
once the demand assessment is completed by all States/Cities. Details
of funds allocated and number of Houses constructed under the
PMAY[U] Mission, State-wise, are Annexed.

(c): ‘Land’ and ‘Colonisation’ being State subjects, it is the
responsibility of the State/UT/ ULB authorities concerned to identify
and provide encumbrance free land in the projects under the PMAY(U)
mission. Under PMAY(Urban) Mission, States/UTs have been delegated the
power to appraise and approve project proposals and have to approach
the Ministry only for release of Central assistance for projects approved
at the State level. The projects under the PMAY(U) mission are
implemented by State/UT Governments/Urban Local Bodies.

(d): No such proposal is under consideration.
