Question : ACCOUNTABILITY IN INSTITUTIONS OF HIGHER LEARNING



(a) whether the experts in higher education called for quality and accountability in institutions of higher learning in the country especially in the State of Haryana;

(b) if so, the details thereof and the funds spent in this regard; and

(c) the steps taken by the Government during the Eleventh Five Year Plan in this regard?

(a) to (c): The National Knowledge Commission (NKC) and the Prof. Yash Pal Committee to advise on the Renovation and Rejuvenation of Higher Education in the country have recommended for expansion of the higher education system, continuous evaluated and assessment, reform of regulatory structure and mandatory accreditation of Higher Educational Institutions in India in order to ensure not only equity and access but also quality and opportunity of growth along academic vertical.

The Government has introduced a new scheme to provide central assistance for setting up of a Model Degree College in each of the identified 374 Educationally Backward Districts (EBDs) where Gross Enrolment Ratio (GER) for higher education is less than the national GER. A scheme “Sub-Mission on Polytechnics under Coordinated Action for Skill Development has been launched for setting up of new polytechnics in 300 unserved and underserved districts of the country.

In 2009 the Government established 16 new Central Universities in unserved States. The Government has also established 08 new Indian Institutes of Technology (IITs), 10 new National Institutes of Technology (NITs), 06 new Indian Institutes of Management (IIMs). Also, Financial assistance to Universities for promoting Distance Education system and the National Mission on Education through Information and Communication Technology (ICT) also help taking quality teaching and learning material to the seekers of knowledge residing in remote and inaccessible areas.

During the XIth Five Year Plan as part of expansion of Central Educational Institutions in the State of Haryana, one Indian Institution of Management has been established at Distt. Rohtak and a new Central University has been set up in Distt. Mahendragarh. In addition, financial assistance for setting up of seven Polytechnics has been released. Under the Scheme of setting up of Model Degree College in the identified 374 Educationally Backward Districts, 10 proposals for setting up of Model Degree Colleges were received from Haryana. Nine proposals were disapproved on grounds of ineligibility while in the case of one Model Degree College in Distt. Fatehabad, additional documents/information has been sought by the University Grants Commission (UGC) from Haryana State Government. A National Institute of Technology at Kurushehtra is already functioning.

The total outlay for XIth Five Year Plan for the Department of Higher Education is about Rs. 85,000 crores.
