Question : Schemes of Ministry

(a) the details of the schemes launched by the Government under Food Processing Industries Ministry since the year 2014 till date along with the details of the targets set and the achievements made under each of the said schemes, year-wise;

(b) the details of the proposals received from various States along with the proposals approved by the Union Government under the schemes sponsored by Food Processing Industries Ministry, State-wise;

(c) the details of the funds allocated and utilized for implementation of various schemes of this Ministry during each of the last four years and the current year, scheme and State-wise;

(d) whether the Government has set any time-limit for completing the pending schemes and if so, the details thereof;

(e) whether the Government has any mechanism to monitor the funds allocated to the States/organisations for achieving the said purposes and if so, the details thereof; and

(f) the action taken against the Non-Governmental Organisations (NGOs) found guilty in this regard?

(a) to (c): The Ministry of Food Processing Industries (MoFPI) has been implementing four major Central Sector Schemes viz; Mega Food Parks (MFP), Integrated Cold Chain and Value Addition Infrastructure (Cold Chain), Food Safety and Quality Assurance Infrastructure (FSQAI) and Human Resources and Institutions (HRI). At present, it is implementing an umbrella scheme- Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) with a total outlay of Rs.6000 crore by bringing the above four schemes under the umbrella and adding three new scheme viz; Infrastructure for Agro-Processing Clusters (APC), Creation of Backward and Forward Linkages (BFL) and Creation/Expansion of Food Processing & Preservation Capacities (CEPPC). The implementation period of PMKSY is 2016-20. Also, a central sector scheme, Setting up/Modernisation of Abattoirs was implemented up till May, 2017. Presently, the committed liabilities against the projects approved before May, 2017 under the scheme are met. The scheme-wise details of financial and physical achievements are at Annexure.

The MoFPI has recently launched a new Central Sector Scheme “Operation Greens (OG)’’ for integrated development of Tomato, Onion and Potato (TOP) crops value chain, with an outlay of Rs.500 crore.

(d): The time limit for completion of projects under various schemes varies from 18 months to 30 months depending on the type of projects and location of projects.

(e): Utilisation certificates from the implementing agencies/promoters of projects etc. are obtained by the Ministry to monitor the progress of utilization of funds released. It appoints professional Project Management Agencies (PMA), who are selected through competitive bidding process, to assist the Ministry in execution of the projects and monitor the progress of the project works on continuous basis under the schemes like MFP, Cold Chain, APC, CEPPC, BFL. For projects under MFP scheme, the concerned State Government nominates a suitable officer to be appointed as Ministry''s nominee Director in the Special Purpose Vehicle (SPV) responsible for implementation of the project in addition to a District Coordination Committee to resolve any local issues in the matter of execution of the MFP projects. There is a provision for a joint inspection by an inter-ministerial team and the concerned bank extending credit facility under the cold chain scheme to monitor the progress of the projects till completion thereof.

(f): Since 2014, no NGO has been found guilty and hence action against them does not arise.
