Question : Skill Training under GKRA

(a) the total number of migrant workers trained/being trained under Garib Kalyan Rojgar Abhiyan (GKRA) at present;

(b) whether the Government has made any efforts to organize skill training for various job roles as per local industry needs and if so, the details thereof; and

(c) the fresh steps taken by the Government to promote skilling and entrepreneurship for rural development?

(a) The Garib Kalyan Rojgar Abhiyaan (GKRA) was launched on 20th June 2020 for a period of 125 days, with resource envelop of Rs. 50,000 crore, to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural areas. The Abhiyaan adopted a multipronged strategy of providing immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts across 6 States namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. Under GKRA, a total number of 1922 trainings have been conducted through Krishi Vigyan Kendras (KVKs) and 68,136 persons have been trained during the Abhiyan.

(b) Rural Self Employment and Training Institutes (RSETIs) of this Ministry is a skill development programme which enable trainees to take bank credit and start their own micro enterprises. Under this programme a total number of 93874 candidates have been settled in the current financial year 2020-21 (so far).

Deen Dayal Upadhyay-Grameen Kaushal Yojana (DDU-GKY), of this Ministry is a placement linked Skill development programme for wage employment. Under this programme a total number of 36933 candidates have been placed in jobs in the current financial year 2020-21 (so far).


(c) Project ‘UNNATI’, is a skilling project that intends to upgrade the skill base of the Mahatma Gandhi NREGA workers, and thereby improve their livelihoods, so that they can move from the current partial employment to full employment and thereby reduce their dependence on Mahatma Gandhi NREGS. This project is meant to provide training to one adult member (aged 18-45 years) of a household who has completed 100 days of work under Mahatma Gandhi NREGS in the previous financial year from the year of the commencement of the project. A total number of 4181 candidates (as on 20.01.2021) have been trained under the Project UNNATI in FY 2020-21.

Under major initiatives taken for Rural Self Employment and Training Institutes (RSETI), the Ministry is continuously adding new National Skill Qualification Framework (NSQF) aligned training programs to its bucket of programs offered to rural youth through RSETIs. With an aim to create a pool of trained facilitators to promote various agriculture entrepreneurship ventures in the areas of Agriculture and allied activities, the Ministry has initiated 2 NSQF aligned agriculture entrepreneurship training programs viz. Pashu Mitra and Matsya Mitra, being conducted through 8 RSETIs on a pilot basis. The programs aim to equip the rural youth to become facilitators of the farming community in doing the activities of animal husbandry and fisheries.
