(a): The Ministry of Food Processing Industries is implementing the scheme for ‘Integrated Cold Chain and Value Addition Infrastructure’ as one of the components of Pradhan Mantri Kisan Sampada Yojana (PMKSY) under which, Ministry provides financial assistance in the form of grant-in-aid @ 35% for general areas and @ 50% for North East States, Himalayan States, ITDP areas and Islands for storage and transport infrastructure and @ 50% and 75% respectively for value addition and processing infrastructure subject to a maximum grant-in-aid of Rs 10 crore per project for setting up integrated cold chain projects including irradiation facility without any break from the farm gate to the consumer.
Department of Agriculture, Cooperation & Farmers Welfare is implementing Mission for Integrated Development of Horticulture (MIDH) for development of Horticulture in the country to reduce wastage of perishable food product, which includes assistance for development of Post- Harvest Management (PHM). Post-harvest management component includes establishment of cold storages, staging cold room, pack house, pre-cooling units, controlled atmosphere (CA) storage, reefer vans, primary/mobile processing units, integrated pack house and setting up of ripening chambers etc. Under the component assistance @ 35% of admissible project cost in general areas and @ 50% in hilly and scheduled area is available as credit linked back ended subsidy through respective State Horticulture Missions. The National Horticulture Board (NHB), Ministry of Agriculture and Framers’ Welfare implements the scheme of ‘Capital Investment subsidy scheme for construction/expansion/modernization of cold storages and storages for Horticulture produce’ under which the assistance is given as subsidy of 35% of the capital cost of project in general areas and 50% in case of NE, Hilly States & Scheduled Areas for a storage capacity above 5000 MT up to 10000 MT. In the case of North East states, projects with a capacity of 1000 MT or above are also eligible for application and consideration. Under the Scheme of ‘Integrated Post-harvest
Management’, NHB also provides assistance for the cold room (staging) component at 35% of the capital cost of project in general areas and 50% in case of NE, Hilly States & Scheduled Areas.
The Ministry of Food Processing Industries is implementing a Central Sector Scheme of Creation/Expansion of Food Processing and Preservation Capacities (CEFPPC) under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) for providing financial assistance to set up Units for processing of agricultural produce including fruits and vegetables. Under CEFPPC, credit linked capital subsidy in the form of grants-in-aid of 35% of the eligible project cost in general areas and 50% for the North East States including Sikkim and difficult areas namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State notified ITDP areas & Islands subject to maximum of Rs. 5.00 crore per project is provided.
