Question : Funds for Backward States under RMSA

(a) whether it is a fact that the educationally backward States of the country including
Rajasthan are being provided funds for the purpose of library, laboratories etc. under Rashtriya
Madhyamik Shiksha Abhiyan (RMSA);
(b) if so, the details of funds granted by the Government to States for basic facilities in
Government schools under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) during the last
three years, State/UT and year-wise, including Karnataka;
(c) whether it is a fact that under the said programme, the drinking water facilities in schools
in several States are poor and if so, the details thereof and the time by when this is likely to be
resolved; and
(d) whether the Government has received complaints that funds provided to the Government
schools for the maintenance and upkeep of toilets etc. are insufficient and if so, the details
thereof and remedial action taken in this regard?

(a) The centrally sponsored scheme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
envisages universalizing access to secondary schools by providing a secondary school within a
reasonable distance (5 kilometer) of every habitation, improving quality of education through
making all secondary schools conform to prescribed norms and removal of gender, socioeconomic
and disability barriers. Under the scheme, financial assistance is provided to all the
States and UTs including Rajasthan for opening of New government secondary schools
alongwith (i) Class Rooms, (ii) Integrated Science Laboratory, (iii) Library (iv) Art and Craft
Room, (v) Toilet Blocks, (vi) Drinking Water Provisions, etc. As part of strengthening of
existing government secondary schools (i) Additional Class Rooms, (ii) Science Laboratory, (iii)
Library, (iv) Art and Craft Room, (v) Toilet Blocks, (vi) Drinking water provisions etc are also
funded under the programme.
(b) Under RMSA, the state-wise & year-wise details of funds granted during last three years
to the States /UTs including Karnataka is at annexure -I.
(c) As per UDISE 2015-16, the state wise details of secondary and higher secondary schools
having drinking water facilities is at annexure –II.
(d) Education is a subject in the Concurrent list and majority of schools in the country are
under the administrative control of the States/UTs Government. Sporadic complaints received
regarding maintenance and upkeep of toilets etc. are forwarded to the concerned States/UTs or
Education Boards for taking appropriate action as per their existing rules.
