Question : Rural Development Projects

(a) whether the Government has allocated any funds for the various Rural Development projects and schemes in Tamil Nadu;

(b) if so, the details thereof along with the total funds allocated for the implementation of Rural Development projects and schemes during the last three years;

(c) whether the Government has fixed any specific norms and rules for getting both Government and external funding for the implementation of various Rural Development projects in Tamil Nadu; and

(d) if so, the details thereof along with the external loans provided to Tamil Nadu during the said period?

(a) & (b): For bringing overall improvement in the quality of life of the people in rural areas through employment generation, strengthening of livelihood opportunities, promoting self-employment, skilling of rural youths, provision of social assistance, infrastructure development in rural areas, the Department of Rural Development is implementing various Schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), National Social Assistance Programme (NSAP) and Shyama Prasad Mukherjee Rurban Mission (SPMRM). The details of funds allocated/released during last three years under these schemes in Tamil Nadu are placed at Annexure.

(c) & (d): The proposals received from State Governments/UTs for external assistance are first screened by a Screening Committee in Department of Economic Affairs and are subsequently posed to the bilateral agency depending upon the nature of the project, funding mandate and project size. Once the proposal is posed to a particular bilateral agency, the decision to fund or otherwise is taken by that concerned agency. The loan approval/sanction is then issued by the concerned funding agency. No external funding has been granted for Rural Development Projects in Tamil Nadu during the last three years.
