Question : Monitoring of Construction of Roads

(a) whether the Government proposes to ensure effective and strict monitoring of the construction of rural roads across the country, if so, the details thereof; and

(b) whether the Government also proposes to enquire into the global norms in utilization of technology in the construction of roads, if so, the details thereof?

(a) The progress of implementation of rural roads under PMGSY is regularly monitored by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre-Empowered/Empowered Committee Meetings with the States/UTs. At District level, the District Development Coordination and Monitoring Committee (DISHA) headed by Hon’ble Member of Parliament (LS) monitors the implementation of various schemes of Government of India including PMGSY. In addition to this, special review meetings/ monthly review meetings are also held by Secretary/ Additional Secretary/ Joint Secretary, Ministry of Rural Development with Chief Secretaries/Principal Secretaries of the States/ UTs.

(b) PMGSY works are executed by adopting specifications/ guidelines issued by Ministry of Rural Development (MoRD) and Indian Roads Congress (IRC).

These specifications/ guidelines issued by IRC are also informed by global standards and technologies and IRC takes these into account in formulating its codes. IRC has formulated various guidelines for use of mainstream and accredited technologies.
State Governments have been requested to propose minimum 10% of total length of annual proposals under mainstream technologies such as cement stabilization, lime stabilization, cold mix, waste plastics, cell filled concrete, paneled cement concrete pavement, fly ash etc. and 5% of total length of annual proposals using IRC accredited technologies such as coir, jute geo textiles, commercial stabilizers etc.
