(a) to (c) : To give statutory status to Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan
(TSP), Ministry of Social Justice and Empowerment has proposed a draft legislation. SCSP &
TSP envisages for flow of outlays and benefits from all sectors of development in Annual
Plans of States / UTs and Central Ministries / Departments atleast in proportion to their
population both in physical and financial terms.
