Question : TRANSFER POLICY



(a) whether there is any transfer policy for the Government servants of health, education, agriculture, animal husbandry department, etc. in the Andaman and Nicobar Islands Administration posted to Southern Group of Andaman and Nicobar Islands;

(b) if so, whether the public representative of Andaman and Nicobar has demanded to implement the transfer policy of Southern Group of Islands on the lines of the Andaman and Nicobar Police Department and clerical cadre i.e. one year tenure; and

(c) if so, the action taken by the Andaman and Nicobar Administration in this regard?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI KIREN RIJIJU)

(a): Yes, Madam. The A&N Administration has intimated that Health, Agriculture and Animal Husbandry Departments are following the transfer Policy notified by A&N Administration vide circular No. 55-3/2007-PW dated 30th July 2007. However, Education Department is following a separate Transfer policy for all teaching and non-teaching staff.

(b)&(c):Yes, Madam. The A&N Administration has intimated that in a meeting convened by the Chief Secretary with the Hon`ble Member of Parliament, the Principal Secretaries of the Health and the Education Departments were asked to discuss these issue with the officers of Education and Health Department and to formulate workable transfer policy duly categorizing the difficult/hard areas and prescribing therein shorter duration of stay in remote Islands.

The Directorate of Education convened a meeting and discussed the transfer policy with all the stakeholders under the Chairmanship of Chief Secretary. Accordingly, the revised guidelines were framed and notified on 11th July, 2014 with the approval of the Competent Authority.
