(a) whether the Union Government have received any representation
from the State Governments to withhold the cuts imposed on their outstanding amount against Central Government;
(b) if so, the details of the issues mentioned in the said representation;
and
(c) the action taken/proposed to be taken by the Government in this regard?

(a) to (c) : Representation has been received during the current year from the
Government of Assam requesting for non withholding of 1% Normal Central
Assistance during the current year for non submission of audited figures of
expenditure in view of inter-alia, the A.G., Assam having expressed difficulty
in giving audited plan expenditure figures in prescribed proforma due mainly
to the present system of accounting laid down by CAG. The State Governments
would need to furnish audited expenditure figures within a period of 4 year to be
eligible for non withholding of 1% of Normal Central Assistance allocated for the year.
