(a) to (c): Article 243K(4) of the Constitution empowers the Legislature of a State
to make provisions regarding elections to Panchayats. Ministry of Panchayati Raj had
constituted a Task Force in March, 2011 to ‘Strengthen the Institution of State Election
Commission and Related Matters’. The Task Force submitted its report in October, 2011.
One of the recommendations of the Task Force was online voting, which has been tried on
an experimental basis in Municipal elections in Gujarat. The final decision in this regard
rests with States.
