Question : Assessment of Projects Implemented

(a) whether any assessment has been made regarding the implementation status of various development projects in the North-Eastern States under the Non-Lapsable Central Pool of Resources (NLCPR) during the last two years and the current year;
(b) if so, the details thereof and the findings in this regard;
(c) whether any guidelines have been issued regarding the implementation and monitoring of the projects under NLCPR and if so, the details thereof; and
(d) the remedial steps taken/proposed to be taken for speedy completion and effective monitoring of the projects under NLCPR?

(a)to(d): The projects under Non-Lapsable Central Pool of Resources (NLCPR) scheme are reviewed at various levels, both at State Headquarters and in the Ministry. The Ministry has so far sanctioned 1565 projects at a cost of Rs 14288.00 crore under NLCPR, out of which 890 projects costing an amount of Rs 5846.00 crore have been completed and 675 projects with a cost of Rs 8442.00 crore are at various stage of completion. Monitoring the implementation of various developmental projects sanctioned under Non-Lapsable Central Pool of Resources (NLCPR) scheme is a continuous process. The NLCPR guideline has a detailed inbuilt mechanism for monitoring and evaluation of various projects sanctioned under the scheme. Accordingly, the projects are assessed and monitored through Quarterly Progress Report, Utilization Certificates, field inspections by officers of the State Government. Nodal officers are appointed for each project by the State Government for effective monitoring.

The Ministry has also designated Nodal officers of the level of Joint Secretary and above to proactively look into the problems, if any, faced by the State Governments in project implementation and remove bottlenecks, if any, hindering progress of work. Besides, officers of the level of Deputy Secretary/Director have also been nominated as Area Officer for each NE State, who periodically visits the States to review the progress of implementation of the projects. To give added focus on completion of projects, the Ministry has taken a considered decision to spend a major share of the budgetary allocation on ongoing projects. During the current fiscal, the Ministry has released major amount for early completion of on-going projects. Recently, the Ministry has launched Project Monitoring Portal, the main features of which inter-alia include web enabled & Device Independent Portal, Transparency and Social Audit enabling the public to upload photographs and feedback of projects, Alert Service(email, SMS), online date capture from State Governments & Public etc.
