Question : Funds for CCTNS

(a) whether the Government has launched Crime and Criminal Tracking
Network and Systems (CCTNS) in the country;

(b) if so, the details thereof along with the aims, objectives and salient features of CCTNS;

(c) whether funds have been provided by the Government for the successful implementation of the CCTNS programme;

(d) if so, the details thereof and the total funds granted/released, utilised separately during each of the last three years and the current year, State-wise;

(e) whether all the works relating to CCTNS have been completed, if so, the details thereof and if not, the reasons therefor along with the steps taken by the Government in this regard;

(f) whether some States have recently forwarded proposal for completion of the remaining work on the CCTNS, if so, the details thereof and the action taken in this regard, State-wise; and

(g) the corrective measures taken by the Government for implementation of CCTNS fully in all the States?

(b): The CCTNS project aims at interlinking Police Stations all over the country with the objective of tracking crime and crime related data across the country in a common networked eco-system.

(c) & (d): Yes, Madam. The total estimated cost of the project is Rs. 2000 Crores. State-wise details of the funds released/ utilized during last three years is at Annexure-I. There is a budgetary provision of Rupees 250 Crores for the current financial year.

(e) to (g): The CCTNS Project works are under progress and at various stages of implementation. Ministry of Home Affairs (MHA) has released the final version of Core Application Software (CAS) to the States/UTs. A State /UT level workshop was organized in March 2016, where the State/UT level challenges were deliberated and a completion roadmap on Data Digitization, Data Migration, Network connectivity, System Integration was finalized. The project is being regularly monitored in the Cabinet Secretariat, Niti Aayog and by a High Level Committee in the Hon’ble Supreme Court of India.
