Question : Quality of Education

(a) whether it is a fact that Kerala has topped with the best quality of school
education in the country and if so, the details thereof;
(b) whether it is also true that the Government plans to collaborate with the World
Bank to offer performance linked grants as incentives for States with high
ranking and if so, the details thereof; and
(c) whether it is also a fact that Uttar Pradesh was the lowest among 20 large
States with regard to quality of school education and if so, the details thereof ?

(a) Yes, Sir. NITI Aayog released the School Education Quality Index (SEQI) on 30th
September 2019. The detailed report of indicators is in public domain and is
available at www.niti.gov.in.
(b) With a view to improve the quality and governance of school education
ranging from Pre-School to Senior Secondary level, a project namely Strengthening
Teaching-Learning and Results for States (STARS) has been prepared in
collaboration with the World Bank.
(c) The State of Uttar Pradesh ranks third in the list of “Increment Performance
Ranking” for the large States.
