Question : Extension of NULM

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) whether the Government has accepted Odisha’s request to extend the National Urban Livelihoods Mission(NULM) to the 77 urban local bodies that are currently excluded from it;

(b) if so, the details thereof and if not, the reasons therefore;

(c) whether the Government has accepted Odisha’s request to consider having more Community Organizers for 3000 BPL households;

(d) if so,the details thereof and if not, the reasons therefor;

(e) whether the Government has accepted Odisha’s request to provide Community Organisers with greater monetary benefits so as to bring them at par with the personnel engaged in National Rural Health Mission; and

(f) if so, the details thereof and if not, the reasons therefor?

(a)&(b): National Urban Livelihoods Mission (NULM) has been renamed as Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) and to enhance the scope and coverage of the Mission, it has been decided to implement DAY-NULM in all Statutory Towns based on their local capacity and requirement and within the approved budget of scheme each year.

(c)to(f): As per the guidelines of DAY-NULM, at city level, the mission is managed by a city mission management Unit(CMMU). The CMMU is linked to the community structures in the cities and the Community Organisers(COs) are hired by the CMMU to facilitate this linkage. Each CO covers at least 3,000 urban poor families. No decision has, however, been taken to amend the guidelines to facilitate hiring of more COs. Similarly, no decision has been taken to provide more monetary benefits to COs.
