Question : FOREIGN TRAINING TO EMPLOYEES



(a) whether the employees of various departments are sent for foreign training;

(b) if so, the details thereof department-wise;

(c) the number of officers and staff out of the above belonging to Scheduled Castes and Scheduled Tribes;

(d) the details of norms for sending the officers and staff for foreign training and skill development; and

(e) the details of complaints received in this regard and the action taken on those complaints?

(a) to (e): Department of Personnel and Training seeks nominations of eligible officers every year from various Ministries/Departments/ State Governments for foreign training under the scheme of Domestic Funding of Foreign Training. Under the scheme, officers belonging to the Indian Administrative Service, Indian Police Service, Indian Forest Service, Central Secretariat Service, State Civil Service, Central Secretariat Stenographer Service (Gazetted) and other orga- nised Group `A` Central Civil Services, who are holding post on depu- tation under the Central Staffing Scheme are eligible to apply.

The nominations received are examined as per established norms by the Department and officers are selected for foreign training. In a scale of 100, weightage is given to various parameters for long term and short term programmes which are as under:

 While it is evident from the above that officers belonging to SC/ST/ Women/NE/J&K are given weightage in the selection process, no further details are maintained category-wise. 

Two representations were received from individual Officers in the past, one regarding non forwarding of application by their depar- tment and the other regarding non selection in a particular prog- ramme, for which he was ineligible. Both the representations have been replied too.
