Question : Payment System of DGS&D

a) whether the Government has any proposal to decentralise payment system of Directorate General of Supply & Disposal (DG&SD) Office to MSE Units from the department of supply paying office at Delhi, Kolkata, Mumbai and Chennai;
b) if so, the details and the present status thereof;
c) the total number of Rate contracts which are on break in the office of DG&SD including its regional offices; and
d) the action taken against the officers responsible for taking periodical reports of delay in conclusion of Rate contracts?

(a) and (b) The payment for the supply orders placed against DGS&D Rate Contracts and ad-hoc contracts has already been decentralized as per Correction Slip no. 60 dated 30.12.2013. There is no further proposal to decentralize payment system of Directorate General of Supplies and Disposals (DGS&D) Office to MSE Units from the Department of Commerce (Supply Division) paying office at Delhi, Kolkata, Mumbai and Chennai.

(c) and (d) Total 55 Rate Contracts are on break in the office of DGS&D, it includes 19 Rate Contracts of Regional offices. These are in various stages of processing for conclusion of fresh Rate Contract. Finalisation of Rate Contract of items are a continuous process. Action is taken as per schedule mentioned in the DGS&D Manual.
