Question : Skill Training to Farmers

(a) the steps taken by the Government to impart skill training to rural youth and farmers in agriculture and allied sectors;
(b) the steps taken by the Government to create awareness among farmers’ community regarding new initiatives, programmes/schemes and new technologies for development of agriculture sector;
(c) whether the Government has introduced any scheme to provide facilities to women farmers in order to empower them and to develop agriculture sector in the country and if so, the details thereof; and
(d) the details of the measures taken by the Government during last five years to promote entrepreneurship among youth engaged in agriculture?

(a) to (d): Ministry of Agriculture and Farmers Welfare is imparting skill training through wide network of Krishi Vigyan Kendras (KVKs) of Indian Council of Agricultural Research (ICAR), State Level Training Institutes (SAMETIS), State Agricultural Universities (SAUs) and identified Training Institutes of DA&FW in Agriculture & allied areas.
Ministry is implementing ''Skill Training of Rural Youth'' (STRY)’ under ''Sub Mission on Agriculture Extension'' (SMAE). It aims to impart short term training of 7 days (15 trainees per batch) to rural youth and farmers on specific vocational areas in agriculture and allied areas.
The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing ‘Pradhan Mantri Kaushal Vikas Yojana (PMKVY)’ across the Country to encourage and promote skill development among the youth.
The Government is implementing various schemes to provide assistance to the farmer including female farmers with an in-built component of training. The guidelines of the various schemes of the DA&FW, such as Support to State Extension Programmes for Extension Reforms (ATMA), National Food Security Mission, National Mission on Oilseeds & Oil palm, National Mission on Sustainable Agriculture, Sub Mission for Seed and Planting Material, Submission on Agriculture Mechanization and Mission for Integrated Development of Horticulture provide that States and other implementing agencies to incur expenditure on women farmers.
The Ministry of Rural Development is implementing ‘Mahila Kisan Sashaktikaran Pariyojana (MKSP)’ which is a sub-component of ‘Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM)’ since 2011 with the aim to empower women by making systematic investments to enhance their participation in agriculture based livelihoods.
Ministry of Agriculture and Farmers Welfare is implementing scheme for “Establishment of Agri-Clinics and Agri-Business Centres (AC&ABC)” under Sub Mission on Agriculture Extension to supplement the efforts of public extension and to support agricultural development to create gainful self-employment opportunities to unemployed youths.
Under AC&ABC scheme, residential training of 45 days is imparted to unemployed candidates through selected Nodal Training Institutes (NTIs) in various parts of the country under the supervision of ‘National Institute of Agricultural Extension Management (MANAGE), Hyderabad. The NTIs also provide hand-holding support to the trained candidates for establishment of agri-ventures in agriculture and allied areas and facilitates in providing credit assistance from the banks. There is a provision of credit linked subsidy on the bank loan availed by trained candidates under the AC&ABC scheme, which is 36% in respect of candidates of General Categery & 44% in respect of women, SC/ST and NE & Hilly States. Recently, the benefits of MUDRA loan scheme have been inducted under this scheme.
A component called “Innovation and Agri-Entrepreneurship Development” launched under Rashtriya Krishi Vikas Yojana (RKVY) in 2018-19 with an objective to promote innovation and agri-entrepreneurship by providing financial support and nurturing the incubation ecosystem in the areas of agriculture and allied sectors. Under this programme, financial support is provided through identified Knowledge Partners (KPs) and Agri Business Incubators selected by DA&FW. These KPs include MANAGE, Hyderabad and State Agricultural Universities, which coordinate the implementation of activities under this component to promote agri-entrepreneurship among the youth.
