Question : Subsidy for Medicinal Plants

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether it has come to the notice of the Government that subsidy for medicinal plants is not available for Darjeeling Himalayan region, whereas the same has been accorded to all other mountain States including Kashmir, Himachal Pradesh, Uttarakhand, and North-East States;

(b) if so, the details thereof;

(c) the details of financial support provided to promote Naturopathy during the last five years; and

(d) the steps taken by the Government to promote Yoga and Naturopathy?

(a): Ministry of AYUSH, Government of India is presently implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM). Under ‘Medicinal Plants’ component of the NAM scheme supporting market driven cultivation of prioritized medicinal plants in identified cluster/zones with in selected districts of States and implemented in a mission mode. As per the scheme guidelines, the support is provided for:
(i) Cultivation of prioritized medicinal plants on farmer’s land.
(ii) Establishment of nurseries with backward linkages for raising and supply of quality planting material.
(iii) Post-harvest management with forward linkages.
(iv) Primary processing, marketing infrastructure etc.


Under this scheme, subsidy @30%, 50% and 75% of cost of its cultivation is provided for cultivation of medicinal plants throughout the country including Hilly states (NE states, Uttarakhand, Jammu & Kashmir, Himachal Pradesh).

(b): An amount of Rs. 11650 lakhs has been released during the last five years to the State / UT-wise. Details of the financial assistance provided under the said Scheme for supporting cultivation of medicinal plants/ herbs on farmer’s land during the last five years is at Annexure - I.

(c): Details of financial support provided to promote Yoga & Naturopathy during the last five years is at Annexure – II received from Central Council for Research in Yoga & Naturopathy (CCRYN).

(d): So far as Central Council for Research in Yoga & Naturopathy (CCRYN) is concerned, at present, Council is taking following steps to promote Yoga & Naturopathy in the country:
1. Establishment of Post Graduate Institutes of Yoga and Naturopathy Education and Research (PGIYNER) with 200 bedded Yoga and Naturopathy hospital at Jhajjar, Haryana and Nagmangala, Karnataka.
2. Establishment of Central Research Institutes of Yoga & Naturopathy in Odisha, West Bengal, Rajasthan, Andhra Pradesh, Kerala, Jharkhand and Chhattisgarh along with 100 bedded indoor hospital facilities to carry out in depth research studies to establish the efficacy of Yoga and Naturopathy in various disorders.
3. Collaborative Research Centre to verify the efficacy of Yoga & Naturopathy in various diseases.
4. Establishment of Yoga and Naturopathy OPDs:- The Council has already opened Yoga and Naturopathy OPDs in Govt. Hospitals/Institutes of Delhi, Haryana, Odisha, Tripura, Kerala, U.P., Madhya Pradesh and Andhra Pradesh, Jharkhand.
5. Training, Propagation and Promotional Activities: Council participates in Health melas/ exhibition organized by Ministry of AYUSH and other organizations for promotion of the system.
6. Council observed 6th International Day of Yoga-2020 by implementing my life my yoga scheme globally through Social and Digital media platforms like YouTube, Facebook, twitter, Instagram etc.
7. CCRYN has initiated to start Central for Mind Body Medicine in AIIMS, Rishikesh
