Question : SANITATION FACILITIES IN RURAL AREAS



(a) the percentage of the rural population who have been provided sanitation facilities in the country, State-wise;

(b) the details of the steps taken by the Government to improve sanitation facilities in rural areas, State-wise;

(c) the extent to which the Non Governmental Organizations are being engaged for providing help in this field; and

(d) the amount given as assistance to these NGOs during the last three years and till date?

(a) The State-wise percentage of rural population having access to sanitation facilities in the country, as per Census 2001, is enclosed.

(b) In order to improve the rural sanitation coverage, Government of India has launched Total Sanitation Campaign (TSC), which is under implementation in 398 districts of the country. In addition, 130 districts have been sanctioned Rs 10 lakh each to conduct baseline survey and prepare detailed project reports for TSC. Government of India has also launched an incentive scheme, called Nirmal Gram Puraskar, to reward the Panchayati Raj Institutions (PRIs), which attain full sanitation coverage.

(c) & (d) Total Sanitation Campaign (TSC) guidelines permit engagement of NGOs at the district level for taking up information, education & communication campaign, capacity development activities, setting up of Production Centers/Rural Sanitary Marts and social mobilization. The engagement of NGOs is done by the district implementing agencies only. No financial assistance has been given to any NGO directly by Government of India for implementing the Total Sanitation Campaign (TSC) programme.
