Question : Beneficiaries under Direct Subsidy Scheme

(a) whether the Government has conducted any survey to ascertain the number of beneficiaries under new direct subsidy scheme;
(b) if so, the details and the findings thereof, State/UT-wise;
(c) the criteria adopted for selection of beneficiaries under direct subsidy scheme;
(d) whether the Government has any database in respect of kerosene users as in the case of LPG consumers;
(e) if so, the details thereof;
(f) if not, the manner in which the Government recognises/proposes to recognise the targeted families under direct subsidy scheme; and
(g) the number of BPL families in the country which have LPG connections, State/UT-wise?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI DHARMENDRA PRADHAN)
(a) to (c) In order to provide clean fuel to every poor household in the country, the Government has launched Pradhan Mantri Ujjwala Yojana(PMUY). Under the Scheme, 5 crore new LPG connections will be released to the women belonging to the Below Poverty Line (BPL) families over a period of three years starting from Financial Year 2016-17.
Eligible families are identified through the Socio-Economic Caste Census(SECC) 2011 data. The LPG connection is released in the name of an adult woman of the BPL family, subject to the condition that no LPG connection should exist in the name of any family member of the household. As on 30.11.2016, Public Sector Oil Marketing Companies (OMCs) have released 1,16,39,223 new LPG connections to women of BPL families under PMUY Scheme. (d) to (f) Data in respect of beneficiaries in respect of Kerosene are maintained by respective State/UT Governments. Eligible beneficiaries of PDS Kerosene are identified by the respective States/UTs. (g) State/UT-wise details of number of LPG connections released to BPL families through CSR funds of Oil Public Sector Undertakings and under Pradhan Mantri Ujjwala Yojana (PMUY) are at Annexure.
