Question : SERVICE CADRE



(a) whether a large number of Departments/Ministries are not having their service cadre for proper management as it is in the case of Department of Forests, Income Tax, Custom and Excise etc.; and

(b) if so, the details thereof and the reasons therefor?

(a): A service represents a group of posts belonging to a distinct functional area arranged in a hierarchical order representing different grades or levels of responsibility. Like Income-Tax, Custom & Excise, there are various services which are formed to cater to the work specially assigned to any particular Ministry/Department. There are 59 Group `A` Central Services which are under administrative control of various Ministries. Depending upon the nature of work allo- tted to the Ministries/Department and for smooth functioning of the Ministries/Departments` day-to-day work, several Mini- stries/Departments are utilizing different participating ser- vice for different works.

(b): Formation of a service is decided by the Administrative Ministries on the functional requirement and the same is con- sidered and examined as per established procedures. A list of such services and the Administrative Ministry is annexed.
