Question : Quality of Civil Services Officers

(a) whether there is supposedly a decline in quality of civil services officers over the previous few years;
(b) if so, the details thereof;
(c) the steps taken by the Government to upskill them;
(d) whether the Government is in the process of implementing any reforms in the civil services examinations for the same; and
(e) if so, the details of reforms under consideration and reforms being implemented?

(a) & (b): No Sir.

(c): Government has approved the National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi on 2nd September 2020 which aims to create a professional, well-trained and future-looking civil service that is imbued with a shared understanding of India’s developmental aspirations, national programmes and priorities. The focus of NPCSCB is on promoting ease of living and ease of doing business, by considerably enhancing the citizen-government interface through upgradation of both functional and behavioural competencies among the civil servants. A Capacity Building Commission (CBC) has also been set up as part of this programme.

(d) & (e): Examination reforms is a continuous process and a slew of changes have been introduced by the Government in the Civil Services Examination during the last few years which inter-alia include, removal of optional subject paper and introduction of Civil Services Aptitude Test (General Studies-II paper) in Preliminary Examination; increase in number of General Studies papers (from 2 to 4) and removal of one optional subject (2 papers) in Main (Written) Examination.
