Question : Quality Education in Madarsas

(a) whether there is any scheme of the Government to provide quality education and modernization of Madarsas;

(b) whether the Government has received any proposal from State Governments in this regard and if so, the details of such proposals, State/UT-wise;

(c) the number of Madarsas covered under the said scheme during the last three years and the current year, State/UT and year-wise;

(d) the details of funds allocated/spent on such schemes during the last three years, year-wise; and

(e) whether such schemes are only for Government aided Madarsas or non-aided Madarsas are also likely to be funded and if so, the details thereof?

(a) : The Ministry of Human Resource Development runs a scheme namely Scheme for Providing Quality Education in Madarsas (SPQEM) for providing financial assistance to encourage traditional institutions like Madarsas and Maktabs to introduce modern education through subjects such as Science, Mathematics, Social Studies, Hindi and English in their curriculum through support for a maximum of three teachers and books, teaching learning materials and computer labs. SPQEM seeks to bring about qualitative improvement in madrasas to enable children to attain standards comparable to the national education system in formal education subjects.

(b)to(d): A Statement showing the numbers of Madarsas covered and funds released during the last three years and the current year(as on 10.12.2015), State/UT and year-wise under SPQEM is at Annexure. The Ministry of Human Resource Development receives proposals from State Governments for grants under SPQEM Scheme.

(e): Only the Madarsas registered under Central or State Government acts or Madarsa Board or with Waqf Boards or National Institute of Open Schooling (NIOS) are eligible to apply for assistance under the Scheme for Providing Quality Education in Madarsas (SPQEM). Other Madarsas are not covered under the Scheme.
