Question : Smuggling and Infiltration along Indo-Nepal Border

(a) whether the Government is aware of the criminal activities like smuggling and infiltrations by terrorists owing to the open Indo-Nepal border;

(b) if so, the details thereof;

(c) whether the Government proposes to set up integrated check post having full body scanner between both countries and seal the border;

(d) if so, the time by which it is likely to be done; and

(e) if not, the reasons therefor?

(a) & (b): There are no documented evidences of infiltration by terrorists owing to the open Indo-Nepal border. However, Sashastra Seema Bal (SSB) have taken extensive steps to detect and prevent such attempts.

(c) to (e): Two Integrated Check Posts (ICPs) at Raxaul and Jogbani have been operationalized on Indo-Nepal Border. The Government is procuring

five numbers Full Body Truck Scanners (FBTS) including one for ICP at Raxaul in accordance with the laid down procedure. The Government has issued a Global Tender Enquiry for procurement of FBTS and obtaining various clearances from the respective State Governments and other nodal agencies. The other details cannot be revealed in view of national security and commercial confidentiality. The movement of Indian and Nepalese citizens across the border is governed by Indo-Nepal Treaty of Peace and Friendship, 1950 which provides for free movement of citizens of both the countries. There is no proposal to seal the Indo-Nepal border.
