Question : Lack of Uniformity in Courses

(a) whether the Government is aware that there is no uniformity in the Indian credit system as well as syllabus and course structure in universities and it harms the interests of students wishing to apply for programmes after graduation and if so, the details thereof;

(b) whether the Ministry is planning to take any action to evolve uniform norms and standards for all universities; and

(c) if so, the details thereof and the time by which it is likely to be implemented?

(a) to (c): The University Grants Commission (UGC) has informed that under its flagship scheme of Choice Based Credit System (CBCS), it has initiated several measures which, inter alia, include minimum course curricula for undergraduate programs and uniform examination and evaluation system. The CBCS aims at ensuring uniformity, efficiency and academic excellence in national higher education system and resolving various difficulties faced by the students due to the diversity of evaluation system followed by different universities in India.

Further, CBCS ensures seamless mobility of students across the higher education institutions in the country as well as abroad where such system is a norm. The UGC had circulated CBCS guidelines to the Vice-Chancellors of all Universities and requested them to introduce this system from the academic year 2015-16.
