Question : Private Schools

(a) whether any steps have been taken to regulate the arbitrary functioning of private schools in the country;
(b) if so, the details thereof and the nature of steps taken in this regard;
(c) whether a lot of private schools are taking donations from the parents of children at the time of admission on the pretext of development and modernization of their schools ;
(d) whether the Government has taken/proposed to be taken any steps to check such type of arbitrary actions by the private schools; and
(e) if so, the details thereof?

(a) to (e): Education is a subject in the Concurrent List of the Constitution and majority of schools are under the jurisdiction of the State Governments. Thus, the matter relating to regulate the arbitrary functioning of private schools in the country are regulated in terms of Rules and Instructions of the State Government concerned. It is for the respective State Government concerned to take necessary action against such schools which violate the Rules and Instructions of the State Government in the matter. Under clause 13 of The Right of Children to Free and Compulsory Education Act, 2009, capitation fee and screening of child and parents for admission of the child has been prohibited.
