Question : REVAMPING OF IRRIGATION SYSTEM



(a) whether the Government proposes to grant increased financial assistance under schemes aided by the Agricultural and Industrial Development Bank (AIDB), Command Area Development Authority (CADA) for revamping irrigation canals and channels to surplus foodgrains producing States like Punjab in order to effectively deal with drought and preventleakage of canal/surface water; and

(b) if so, the details thereof?

(a) & (b) Water is a State subject. Revamping of irrigation systems is in the jurisdiction of concerned State Governments. However, the Government of India provides technical and financial assistance to State Governments to encourage sustainable development and efficient management of water resources through schemes and programmes, namely, “Accelerated Irrigation Benefits Programme (AIBP)”, “Command Area Development and Water Management (CAD&WM) Programme”, and “Repair, Renovation and Restoration (RRR) of Water Bodies”. The outlay for the above programmes are proposed to be enhanced during the XII plan. The onus rests with the State Governments to avail themselves of central assistance (CA) under the above noted schemes by submitting proposals for release of CA. The Government of Punjab has not submitted any proposal for release of CA for the year 2012-13 in respect of CADWM programme, so far.
