Question : Achievement Under Pradhan Mantri Shram Yogi Maan-dhan Scheme

(a)the achievement made by Pradhan Mantri Shram Yogi Maandhan (PM-SYM) scheme since its inception and the challenges faced by the Government while implementing the scheme;
(b)the criteria for registration under PM-SYM and the reasons for less number of unorganized workers enrolled so far under PM-SYM scheme alongwith number of unorganized workers enrolled so far in the State of Tamil Nadu, Maharashtra and Odisha and Andman & Nicobar during each of the last three years and the details of the numbers of beneficiaries under the PMSYM Yojana, district-wise for the State of Maharashtra, Tamil Nadu, and Andman & Nicobar Islands and Odisha including Kalahandi and Nuapada districts;
(c)the amount allocated for this scheme during each of the last three years and amount utilized and reasons for very low utlization of allocated funds;
(d)whether all State/UT Governments have been requested to popularize and bringing more awareness about the scheme and if so, the response of the State Governments thereto; and
(e)the other steps taken by Government to enroll more and more unorganized workers under the scheme?

awareness and mobilize the targeted beneficiaries through State(s)/UT(s) Government to avail the benefits of this scheme are one of the major challenges for successful implementation of the scheme. The total enrolment under PM-SYM Scheme as on 9th March, 2022 is 46,37,584.
(b): The workers in the age group of 18-40 years whose monthly income is Rs. 15000/- or less and who is not member of EPFO/ESIC/NPS (Govt. Funded) and not an income tax payer can join the PM-SYM scheme. As on 9th March, 2022 the total number of enrolments in the State(s)/UT of Maharashtra, Tamil Nadu, Andaman & Nicobar Islands and Odisha are 594993, 59065, 2303, and 171498 respectively. The district wise details of enrolments under PM-SYM pension scheme in those States/UT is attached at Annexure.
(c): The details of funds allocated and expenditure incurred under PM-SYM Scheme is as under :-

The outbreak of the pandemic covid-19 across the world including India also adversely affected the lives of unorganized workers and less enrolments have been done during past few years including the states of Maharashtra, Tamil Nadu, Andaman & Nicobar Islands and Odisha. Similarly due to decreased overall demand less funds have been utilized.
(d) & (e): The Government has taken several steps to popularize and bring awareness among the targeted beneficiaries about the PM-SYM pension scheme and increase the enrolments under PM-SYM Scheme. The State(s)/UT(s) were granted Rs 11.73 cr. in 2019-20 for undertaking IEC activities. Apart from this to create the awareness, SMS have been sent to eligible beneficiaries registered under e-SHRAM lying in the age group of 18-40 years to encourage them to enrol under PM-SYM scheme. Furthermore extensive social media campaigns have been launched and Pension Saptah is being celebrated from 7th to 13th March, 2022 with an objective to enrol maximum number of targeted beneficiaries through State(s)/UT(s) and CSC-SPV machinery.
