Question : Impact of Climate Change

(a) whether the Government has recently taken cognizance of impact of climate change in metro cities like Delhi resulting in rise in pollution to very dangerous level thereby adversely affecting the health of children, elderly persons and women;
(b) if so, the details thereof and the reaction of the Government thereto;
(c) whether any guidelines have been issued to the States/UTs Governments in this regard, if so, the details thereof;
(d) whether the Government has fixed any emission standards to check air pollution; and
(e) if so, the details thereof?

(a) and (b): Climate change is a long-term global phenomenon while the daily pollution levels are more local and seasoned in nature. However, ambient air quality is monitored across the country in 29 States including Delhi and 6 Union Territories.

(c) to (e): In pursuant to Hon’ble Supreme Court’s order dated 13th December, 2017, Comprehensive Action Plan has been finalised for Air Pollution Control in Delhi NCR and Central Pollution Control Board (CPCB) issued directions to concerned authorities to ensure compliance of Comprehensive Action Plan. The Ministry of Environment, Forest and Climate Change (MoEF&CC) has issued notifications from time to time laying down standards under Environmental Protection Act (EPA), 1986 for various industry specific effluent, industry specific emission standards besides general standards for ambient air, noise and water discharge.
