(a) the details of the Skill Development Universities in the country;
(b) the details of other institutes apart from Universities situated in the country;
(c) the details of the States/UTs where these Universities and Institutes are located; and
(d) whether the Government proposes to open Skill Development Universities across the country, if so, the details thereof, State-wise including Punjab along with the status of budget sanctioned and approvals granted, if any?
(a) to (c) As per the National Policy on Skill Development and Entrepreneurship 2015, National Skills Universities and institutes will be promoted in partnership with States as Centres of Excellence for Skill Development and training of trainers, either as de-novo institutions or as a part of existing university landscape. The details of Skill Development Universities in the country are placed at Annexure I.
Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing a flagship scheme Pradhan Mantri Kaushal Vikas Yojana 2016-20, providing short term training to the youth through affiliated training centres and also promotes establishment of model and aspirational skill centres known as Pradhan Mantri Kaushal Kendra (PMKK). The State/UT wise list of training centres and PMKK established in the country is placed at Annexure II. Further, under the Long Term Training, there are 14494 Industrial Training Institutes (ITIs) across the country with a seating capacity of 33.98 lakh. The details of the ITIs working in the country are placed at Annexure II. In addition, Craft instructors are trained in 34 Trades and the training is conducted in 33 National Skill Training Institutes (NSTIs), 6 State Government Institute of Training of Trainers (IToT) and 12 Private Institute of Training of Trainers. The details of NSTI, State Government IToT and Private IToT are placed at Annexure III.
(d) No Sir, Government has no proposal at present to open Skill Development Universities across the country. However, in the Committee of Secretaries (CoS) meeting held on 29th July, 2016, it was decided that a model framework/guidelines be developed by MSDE as a guideline for the State Governments to adopt for setting up Skill Universities in their respective States. Subsequently, MSDE has formulated guidelines in consultation with stakeholders and existing Skills Universities to lay down minimum standards and bring uniformity in their functioning. The guidelines have been sent to University Grant commission (UGC) for implementation.
