Question : International Cooperation for AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the details of steps taken to promote international cooperation for development of AYUSH/traditional medicine;

(b) whether the Government gives incentives to healthcare professionals under AYUSH systems of medicine;

(c) if so, the details thereof and if not, the reasons therefor; and

(d) the other steps taken/being taken by the Government for greater integration of AYUSH in healthcare services?

(a): In line with its mandate to promote/ popularize AYUSH systems of medicine across the globe, the Ministry of AYUSH undertakes various measures to promote international cooperation for development of AYUSH systems of Medicine such as (i) Signing of Country to Country Memoranda of Understanding (MoUs) on ‘Cooperation in the field of Traditional Medicine’; (ii) ‘Setting up of AYUSH Academic Chairs in Foreign Universities/Institutes’ (iii) Signing of MoUs for ‘Undertaking Collaborative Research’ to enhance the acceptability of AYUSH systems at International level (iv) Setting up of AYUSH Information Cells in the premises of the Indian Missions/ICCR Cultural Centres for dissemination of authentic information. (v) Organization / participation in International exhibitions/ conferences/ workshops/ seminars/ road shows/ trade fairs, etc. to create awareness amongst the local population; (vi) Providing incentives to AYUSH drug manufacturers/ entrepreneurs/ AYUSH institutions, etc. for (a) participating in International exhibitions/ conferences/ workshops/ seminars/ road shows/ trade fairs, etc. for generating awareness amongst the participating public about the AYUSH systems of medicine and; (b) registration of AYUSH products with regulatory authorities of the foreign countries.

(b) & (c): Eligible AYUSH physicians are recruited by the Ministry of AYUSH in the grade of Medical Officer/Research Officer. AYUSH physicians working under Central Government Health Scheme (CGHS) are extended time bound promotion namely Dynamic Assured Career Progression (DACP). Various incentives such as Non Practicing Allowance (NPA), Annual Allowance and Post Graduate (PG) Allowance are also provided to them.
Ministry of AYUSH under its Central Sector Scheme for promotion of International Co-operation in AYUSH, facilitates deputation of AYUSH experts for participation in regional or international meetings/ conferences/ training programmes/ seminars and also on special assignment of the Government of India for promotion & propagation of AYUSH Systems of Medicine. Financial assistance is provided to AYUSH experts / healthcare professionals for presentation of AYUSH related scientific research papers in international conferences, workshops, seminar etc.
(d): The National Policy on Indian Systems of Medicine & Homoeopathy - 2002 envisages integration of AYUSH with the Health Care Delivery System. Mainstreaming of AYUSH is one of the strategies in National Health Mission (NHM) which seeks to provide accessible, affordable and quality health care. Government of India has adopted a strategy of co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs), thus enabling choice to the patients for different systems of medicines under single roof.
