(a) whether the Government has withdrawn a proposal to bring a central law to regulate private courier service;
(b) if so, the reasons therefor;
(c) whether Government proposes to bring new legislation in this regard;
(d) if so, the details thereof; and
(e) if not, the mechanism in place to regulate these companies?

(a) Yes, Madam.
(b) The Indian Post Office (Amendment) Bill was withdrawn by the Department in October, 2008 reckoning with the feedback from the stakeholders.
(c) No proposal is under consideration to bring a new legislation in this regard.
(d) Does not arise in view of (c) above.
(e) The Department of Posts does not regulate these companies.
